It is a very simple hypothesis. The reason why these four are so cold is that the perps had some degree of forensic awareness knowledge likely obtained in relation to some training in law enforcement. As cold cases whittle down and the perps exposed I think more LE will appear and that will be the tightest grouping for notorious cases (“how did the perp get away with all that?” type of cold cases).
It seems Dennis Rader had the ambition to be in law enforcement in some capacity, got degrees in legal administration, and experience in home security but didn’t achieve any greater position in life than a glorified dog-catcher. He was obviously trying though.
Joseph James DeAngelo had two degrees in police science and justice. He was described as FBI candidate quality by colleagues. So high end of forensic awareness here but caught.
Zodiac and LISK seem to fit this pattern well, IMO. Zodiac is beating EARONS because Zodiac has bigger forensic problems IMO. LISK however is more modern than them all and that is why I think someone as advanced as JJD if not more so. Someone who spends a great deal of time on the water and possibly in search and rescue.

I thought the Sweet Heart Killer Richard Hirschfield was interesting.
I think people dismiss him because he raped a victim that he killed. I think there is very much sexual/romantic elements to the couples Zodiac killed.
I thought there were post here about him stating that Richard’s brother (who was accomplice to the sweetheart murders and commited suicide) lived in Riverside. Richard himself had lived in SF ane Vallejo. Richard dumped two bodies in a ravine near a lake, not to far from Lake Berryesa. Was described as “UNA bomber” smart by detectives, and does fit the age requirements to have killed during suspected Zodiac crime era.
Trying to remember why this guy was ruled out. I dont think ruling people out with partial DNA/fingerprints cut it, I wonder if he was interviewed by detectives in any serious way about it?
