In the 10/13/69 Stine letter Zodiac talked about picking kids off. Like he was going to shoot him. Also references North Bay area.
The AP video below dated 10/22/69 shows Napa county sheriffs following School buses (in response to Zodiac’s threat) with high embankments along roads as shown in Zodiac’s final bomb design.

The only school shown in the video (1:05) is the Birdice H. Phillips elementary school which is still in Napa.
Maybe Zodiac could have seen this news footage and it inspired him to develop the high embankment bomb contraption and to send a Phillips 66 map (in reference to Phillips school) to help LE find the bomb.

That is interesting Shawn and if you watch the video at 29 seconds in you see what could be a flash from light reflecting off something. The pic below does not do it justice but you can see it watching the video better.
