I think the first was definitely Zodiac for all the reasons mentioned but I’m less certain of the second. Unlike the first incident the K-Mart threat occurred a week after the police had finally complied with his demand to publicize his bomb threat. Nevertheless, baring the discovery of other “Zodiac” bomb threats made in other Bay Area communities in 69/70 it is worth considering that Zodiac made both Santa Rosa calls.

A rather attentive sleuth showed me this old news footage of a Santa Rosa bus driver who claimed her bus was shot at.
SRPD remained skeptical because there was no physical evidence.
The K-Mart threat is consistent with the Zodiac and the move to terrorizing Santa Rosa coincides with the Santa Rosa Hitchhiker Murders.

I do believe that Zodiac tried to frame other people for his murders. May 8th I believe was Jim Crabtree’s birthday, was Z trying to frame Jim? I am positive he tried to frame my ex-husband, by planting his killing costume and other things from the Lake Berryessa crime in our car on Sept 28th or 29th 1969. Perhaps he was who put the bomb-making stuff at Art Allen’s home? Someone claiming to be Zodiac wrote he had the key to the gate to Allen’s home.
I can’t count how many times we had to evacuate from my job in Richmond Ca., because of bomb threats! Those were very common back in the ’60s and ’70s. I do not remember reading about bomb threats, they were thought of as done by pranksters, and so it didn’t make the news.
I agree Graysmith was sometimes off on his dates, what was called lies by him, was mostly information given to him from people he had trusted.
