The Halloween card may be a big key to the Z’s identity-a huge clue. In the card, Z even says "I’ll clue you in." So what’s the clue(s)?
I believe it is correct to say that Avery became a target due to Z’s respect. That respect emerged from Avery linking Z to Bates. Hence, the card.
I’ve read several theories about the card and believe there may or may not be much there (i.e. 4-teen, prose wording, skeletons) but one that strikes me are the eyes. The skeleton’s eyes are highlighted orange. It looks like a mask, but probably isn’t as there appears to be nothing like a strap to attach. So, Z is highlighting the eyes to draw attention. A clue. The eyes themselves throughout the card appear individually, not in pairs per usual. The eye of the skeleton on the front has one eye circled in. Both instances, one eye. We can surmise Z was interested in word etymology from the SLA letter. I need some help here, but if we can find a translation of the term "one eye", "single eye" in another language, possibly European, we may have something.
I think by this time Z was still playing games but believed he moved on from decodable ciphers after the 408 because he got burned easily and his ego took a hit, not to mention he became fearful of being caught. Other ciphers, I believe, are gibberish. This could have been his past puzzle. Also believe other figures in card possibly just distractions.
I didn’t create all of this personally-read part of it on some post somewhere. But it makes sense.
Thoughts?

there’s no proof zodiac wrote the sla letter and recent evidence indicating it may have been written by the sla in reference to the patty hearst kidnapping. see http://www.zodiacciphers.com for details.

Handwriting analyst Morrill believed the letter was Z. Up for debate. Postdate is strange, but writing looks like Z. Also, Z was not signing as Z anymore, so it makes sense to sign "A friend".
It’s best to keep an open mind. The Riverside Police have had "their suspect" in Bates murder for 52 years but haven’t got him yet. Geez, maybe it’s not him.
till doesn’t explain the eye, though. Card says "You ache for my name, I’ll clue you in" Could be fake, but maybe not……

I’m sorry but didn’t Zodiac send the card before Avery put together Bates?

Your manner of writing reminds me of someone who once was here but is now gone. I can’t think of who that was but it will come to me.

The root of the name Sullivan is "eye".

To boot, Sullivan in Gaelic is “one eye”.
