Witnesses to Johns Incident

In the attached report below, there are mentions of two witnesses to the Johns incident, Frederick Beaman & William ‘Bill’ Horton. The reports are of poor quality, and I am having trouble reading them. How are these two guys witnesses? Was one of them the tow truck drive rthat witnessed her tire being on with 2 bolts, did they give her a ride, or did they see her enter of exit her attacker’s car?????

Found this post by Howard Davis on ZK.com-

"This stranger was driving a white(white again!) car possibly a four-door Ford(Chevy?).
In the PD report two men reported that near where Johns experienced her event and the same night with the stranger they or Wm.Horton and Fred Beaman (lived with mother Teresa Watson 300 Kerr St. Modesto) were driving and a driver in a 1959 white Buick passed then up and ‘about a mile’ down the road they saw him by the side of the road trying to "flag them down." This "…took place near Highway 33 and 580 on 132."
No description of this man.These two men were never located after they gave their report. Beaman’s mother had not seen her son since Sunday night 3/22/70,but thought he was with Bill Horton.

Both men had read the article 3/23/70 about Johns and decided to report it as it ‘happened in the same general area’ as the Johns incidence or kidnap as per the article.

Was Johns’ abducted in a 1959 white Buick? Was it the same man? Seems this man may have been trying to lure these men to stop and help him by waving his hands indicating for them to pull over? Suspicious. LE or Sgt.Hall of the Stanislaus Sheriff’s Office thought so.
But,"No report was made!" Surprise! SCSO or Det.Mc Kay and Dep. Ambrose did contact the mother,and attempted as given to find Horton,but without success

I wouldn’t be surprised if this was the Zodiacs failed attempt to secure a victim. This is the first I have ever heard of any witnesses besides the people who found Johns.

You wouldn’t. What would be the purpose? When a vehicle stops and the driver asks is everything ok Zodiac would reply "No I isn’t! See that woman running frantically between traffic? I just tried to abduct her and she escaped by leaping from my moving vehicle! Any chance you can help me recapture the victom?"
