If there was some secret held back letter surely there would be some evidence of it in those lists. ie a redacted letter in one of those lists.
How would some random police department have record of a letter held back by the DOJ? No agency is required to share with everyone else.

I don’t recall how they played it with the GSK but I would think it would be best to play dumb while they worked their way through ruling peeps out. That is if they got around the privacy thing.

Hi Tom, I’m convinced it was Marshall. Why hasn’t his DNA been tested?
Subject at no time appeared to be in a hurry walking with a shuffling lope, Slightly bent forward.
“White Male Adult, in his early forties, 5’8", heavy build, reddish-blond ‘crew cut’ hair, wearing eyeglasses, dark brown trousers, dark (navy blue or black) ‘Parka’ jacket, dark shoes.”
Age match and Marshall had a crew cut at that time.

Assuming that Donald Fouke really did see Zodiac on the night that Paul Stine was murdered, he said that Arthur Leigh Allen was 100 pounds heavier than Zodiac. That doesn’t really fit with Richard Marshall.
If Allen was 100 pounds heavier than the guy Fouke saw, then that’s not very heavy, what was Allen, 250? What are we looking for a 150 pound barrel chested guy? Hartnell said the Z was some degree of heavy, bulky, overweight or stocky. Narlow said to me that he was confident whoever Z was, "was well over 200 pounds".

Both Lindsey Robbins and Don Fouke categorically rejected ALA as being the person they had seen that night. When we asked Lindsey in 2003 about Arthur Leigh Allen he laughed off the possibility that he could have been the person that he had seen. When we interviewed the officer in about 2005 he got very agitated when we asked him about Allen and said that he was not the person that he had seen and that Allen was "way out of proportion."
In contrast, when we showed Lindsey Robbins a photo of my suspect in 2003 and when we showed Don Fouke a photo of him in 2005 neither of them voiceed an issue with qvale’s weight or with him being too small or too light to have been the zodiac.
I had a really good relationship with no Narlow and I liked him very much as a person. But not only did Ken not see the Zodiac personally but he was probably unaware of the fact that Hartnell apparently took a look at Allen and rejected him as being the person he had seen and that Don Fouke said that because of the parka that the man was wearing that night he could have overestimated the way by as much as 50 lb.

So I would have to guess that both of them would have rejected a person who was even heavier than Allen was.
