Many posts have said he was a murder but also making a villain character. He was the man who murdered the kids in an attack.
But than to his mind he was The Zodiac, calling in to report the murder, he just didn,t start with This is the zodiac speaking. To his mind he was not a awful guy.

That’s because he has a name, it’s Zodiac. That’s why everyone calls him Zodiac.

So the Police description of the man seen walking was the Zodiac.

Not sure what welsh looks like, but if it were a costume or a disguise, then anything Irish, Scottish or even Celtic/Gaelic could look "welsh" to many of us.

I believe that he, himself, is of Welsh descent.
I guess Fouke equated 5′ 10," medium heavy build, barrel chested, and medium complexion with "Welsh"…he did say there was "something about the chin" in later years…
The problem with this theory, is there’s no distinct Welsh look. If you look at photos of famous Welsh celebrities you’d be hard-pressed to say what their defining characteristic is. If there is a Welsh look it’s very subtle. Being from the UK I couldn’t say what a Welshman typically looks like (darker thicker hair perhaps? I dunno).
Welsh people like many people in the British Isles have multiple genetic influences, including from the Gallic countries of Portugal, Galicia and Brittany. Although, they are generally considered a Celtic people of mixed origin. What a lot of Americans often consider to be ‘Celtic’ is the red hair associated with Saxons, Fresians and more low-germanic people, who migrated to Britain in the post-Roman period. Yet, this look is more frequent in Scotland and Ireland (15% and 10% respectively). Wales and Cornwall were somewhat protected from these migrations, by virtue being on the Western side of islands. That said there is not really any remaining indigenous people of the British isles, it’s very much a mongrel nation.
Fouke’s description is all over the shop. Later he supposedly clarified, that he meant to say that Zodiac had the physique of a Welsh miner. As far as I know, being a miner is not a national characteristic.
