There is no evidence he did commit them. In terms of geography and time, they are far removed from the Zodiac crimes. In nature the crimes are similar. But they are hardly unique.
In terms of odds, it was probably a different perp who lived in that part and side of the country. These types of Killers tend to operate locally close to where they work and live.

That’s why I like speculating on these two different crimes, because both locations are directly by Navy bases.
