The parallelograms would delineate the regions in the ciphers were these instructions were found, and with the triangle formed, it would detail the locations of specific landmarks on the map of Los Angeles where their Port was found near Miner Street.

As the Korean Bell was also listed there, in a basic abbreviation along the line through their ciphers, they would later dedicate this site to their ongoing Intelligence Operations in South Korea.  They were planning much more sinister affairs there to exploit their populations and currencies.
